The most effective measuring parameter to define a HVAC central plant is the Energy Efficient Ratio (EER),
EER = Total annual cooling capacity created (KwH)/Total annual power consumption (KwH) of the same plant room, if EER≥ 5.0 is classified as High Performance Plant room.HVAC power consumption
HVAC is the major power consumed system in building, survey shows that about 60-70% building consumed power are on HVAC system. There is no doubt building a HPP optimizing the power distribution of chiller, water pumps and cooling tower to the best possible overall performance underpinning energy saving. ExistingEER in different countries
(China Building Energy Saving Study Report 2018) indicated that the contemporary EER of some HVAC plant rooms under operation in Guangdong province are 2.5 - 3.0 , some are even lower than 1.5.
ASHRAE 2007 Annual report indicated that from the investigation in the pass 5 years, 90% of operating HVAC systems in USA, EER are 2.9 - 3.5.
